People who use illicit drugs are vulnerable to a wide range of negative health consequences as a result of that use …. In addition to the health risks related to HIV and hepatitis C infections, opiate overdose has been reported as the leading cause of death among people who use drugs in those Central Asian states for which any data are available.

Section II of this report considers these issues within the framework of the Covenant on Economic Social and Cultural Rights.

Section III looks in more detail at the situation in the Republic of Kazakhstan, focusing on HIV prevention for people who inject drugs inside and outside prisons and overdose prevention and treatment.
